When cards are dealt in the first turn of the game treat all commanders of an army with this trait, including the army commander, as if they were allied. (ME12.D.4)
However, a reliable Army Commander can gift cards (if type allows) to prevent hesitant commands (and desertion). Unready Sub Generals are costed as Ally Generals of the same type.

The 2026 Army Builder will reflect this change

Replace the text for clarity with

When cards are dealt in the first turn of the game treat all generals, including the army commander, as if they were allied. (ME12.D.4).
However, a reliable Army Commander can gift cards (if type allows) to prevent other hesitant Sub-Generals (and desertion).

• When gifting in the first turn, a reliable Army Commander must keep at least one coloured card.
• When gifting in subsequent turns, a reliable Army Commander cannot gift to Hesitant Sub-Generals.
• Hesitant generals follow all the rules in ME12.D.5 & 6 as if an allied command.

Unready Generals (including the Army Commander) are costed as Ally Generals of the same type
