Are formed camels realistic?

Does grading camelry as formed really represent how manoeuvrable and controllable they are? Those things are not even in the same league as a horse when it comes to being able to control them individually, let alone in a formation. I've ridden both and I wouldn't want to be on a horse if a camel is bearing down on me, but what you can do on a horse and how quickly you can do it is not comparable. Although it's a different game, I note that the MeG cousin grades them as tribal.

So many odd things about camels in ReG

1) It only costs 2.5 points a base compared to horse. The terrain advantages alone are worth at least that.
2) Gives a melee bonus against mounted as well as an impact one (even better than MeG)
3) Formed, not tribal.

If the rules stay the same should probably be 20 points a base.

At the scale we are talking about, individual mobility is not really a consideration.
