Target Eligibility & OOTs

Some confusion has arisen on ME17.D.3

The wording has been cleaned up to better express the intent

Both front corners of Artillery file who has the ability to shoot, can draw an uninterrupted line to the same point on the target base going through bases of an OOT, if it is within 4BW of the shooting file

Primarily this is to catch the situation when OOTs can block shooting while not a target themselves. So, for instance where Artillery has an OOT within 4BW but it is not a valid target but would block shooting at a target further away.

So, for example -



So Artillery 'D" it trying to shoot the cavalry outside 8BW (2 BW to the side), but enemy OOT '5' would block eligibility because of ME17.D.1.1. '5' is not a valid target itself (being within 8BW and > 1 BW to the side)

Remembering that the Eligible Target is before determining the Priority Arc of Fire
