Spitz - expansion in combat phase

Spitz - Is it correct that Spitz cannot expand in combat beyond the initial two base front?

Other formation entries eg keil, gendarme etc.explicitly state the scope means for expansion. Other entries are also silent on expansion eg foot regiment and I read silence to mean no expansion.

If Spitz cannot expand, did the rules gods ever consider Spitz expansion to four base front (with central bases 2x2) in combat?

They can neither expand nor create new files (MF) in combat. The formations specify how they can deploy. Some have options - say gendarmes . Who can deploy 2,3 or 4 wide and create new files in the fighting phase .

Horse as another example can only deploy 2 wide … but can create up to 2 extra fighting files

Spitz can do neither … keep ‘em together and watch those flanks
